Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
For 52.6 transfer to a Payroll Analyst 2, (SG-23), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Payroll Analyst 1.
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Duties
Directly Supervise Salary Determination Unit Staff and Business Operations.
- Day-to-day line supervisor responsible for ensuring all daily transactional work gets completed in the unit.
- Evaluate staff, train, and develop staff.
- Create/modify performance metrics and develop business efficiencies as needed.
- Liaison on organizational audits and responsible for developing compliance plans.
Participate in State Payment Business Process Development, Quality Assurance, and Risk Management Activities.
- Maintain liaison with systems development staff, agencies, and internal and external management personnel; direct the communication of related processes and procedures.
- Draft, review, edit and finalize policy memoranda, Payroll Bulletins, Operations Requirements Documents, etc.
- Assess the operations of the Salary Determination Unit and recommend modifications.
- Monitor and complete automation projects, develop process efficiencies in PayServ and create/modify/run queries.
- Review internal controls and modify operations as needed.
Provide Executive Level Managerial Support to Bureau Management.
- Serve as functional and technical processing expert.
- Research, run queries and create reports to obtain needed information.
- Keep abreast of specific agency changes and the ever changing State and federal rules, regulations and laws governing the payment audit process.
Provide Payroll Information to State Agencies.
- Provide all NYS agencies with salary information via telephone and email.
- Research and analyze salary history records.
- Coordinate staff responses to correspondence from employees and agencies.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
